He promoted secrecy and behind the scenes decision making by our Board members which alienated our members and created situations that cost the Association more money in the long run. AVOID THIS COMPANY
Prospective tenants: its highly suggested to walk away!. As a current tenant with Pioneer, I almost feel as if the previous reviews were planted, in PPM's favor. I have been a responsible tenant for 8 years now but, have only been with PPM for >6 months. This is probably the most unresponsive property management company that I have ever rented through. Anytime I have any questions or work orders to place, I can't ever seem to get anyone on the phone, nor any response to emails/ voicemails. I have attempted email contact numerous times as well as phone contact (up to a combination of 10+ attempts) and the ONLY response I seem to get, is from 3rd parties (outside maintenance/ cleaning crews) - IF that. Things in the unit that I moved into were very much subpar, from the broken/ dirty/ very dated kitchen appliances to the actual condition of the apartment (cleanliness wise) with large amount of mold, etc. At some point these issues become SAFETY issues - from the quality of air coming from the dated, extremely dirty air unit, to the gas stove that gets so hot on the top of the unit that it is burning the enamel off the stove top, to the black mold accumulated in the kitchen appliances. Obvious repairs were only minor band-aided, only to become an issue again. This company tries to cut corners, to save money and it's just not working. I understand this is a business, but there needs to be some responsibility to the tenant as well. Tenants are the ones paying the bills, after all. I would NOT suggest renting through this company, ever. I certainly will not be renewing any leases with them.
What a JOKE.
I guess Pioneer thinks they are pulling one over on here with all these various accounts they make to give themselves 5 star ratings. Yes a few may be legit, but as someone in the real estate community I can assure you this management company has the absolute WORST REPUTATION of any. In reading these 5 star reviews it is obvious they are a defense to their bad reviews as they mysteriously seem to address the exact things they are being called on.
Check out the Yelp reviews on them - they have SIGNIFICANT weight since Yelp requires more than simply an email address to write reviews.
Unlawfull HOA Management.
Hear are the facts and are corraberated by my attorney and several of our HOA members.
1. For 10 years, Pioneer was charging our HOA members for "resale certificate" and "transfer" fees without legal authorization. These collections occured every time a house sold in our neighborhood.
2. Pioneer unlawfully collected those fees for their own account. Meaning they instructed the title company to send the checks DIRECTLY to them; hidden from the HOA.
3. Since no one was looking, Pioneer raised those fees over a period of time without telling the HOA. That fee today is $350.00.
4. Two years ago, I forced the HOA board to make an amendment to the original contract to acknowledge authorization of collection on behalf of our HOA.
5. Although Pioneer signed the contract, they continued to do the exact same thing; then lied TWICE about it. They said, "The title company makes mistakes ... they made the checks out to the wrong person". That was proved false. Then lie #2 was, "This was an isolated event due to my incompetent staff". This was also proven false.
Pioneer conducts themselves unlawfully, and the worst part about it is they aren't even willing to right their wrong. I'd rather shove a fork in my eye than do business with this worthless company.
They need a raise!. Carl Whipple, Brandon B, and George Figueroa are awesome. They need a raise!
Terrble! Do not use this company!. I rented a fourplex from them a year ago in the riverside area. They rose the rent just before I moved in which should have a red flag. They claimed that the carpets had been replaced but this was a lie. The carpets had several stains and had cigarette burns all over the place. There was a giant hole in one the cabinets on the bottom it looked as thought the wood had rotted. The refrigerator went out about 4 months into our lease and it wasn't fixed until 3 months later. The disposal didn't work for the duration of our lease either. They sent a repair man after I called and visited the office for a whole month and he claimed that it was fixed but it stopped working after a week and they never sent another repait man to fix it. Then, one of the showers went out and they never fixed it even though I called and asked them to send someone everyday. I eventually gave up since the property had two showers the other one worked just fine. Then the toilet in the same bathroom started leaking. This was attributed to a crack in the back of the toilet that had been previously patched up. The toilet leaked for two weeks and I had to get very mean for them to anything about it. After the second week I had to send several angry emails demanding the toilet be fixed or legal action would be taken. They eventually responded to this. Since they waited so long to fix it, the leak trickled down to the downstairs half-bath causing significant water damage. The roof fell in the day before they finally sent someone to fix it! There was mold in the downstairs bathroom for the last 4 months of my lease that they never attempted to take care of. There was also an awful roach infestation in the place from the day I moved in until the day I moved out. I was able to keep it under control for a few months with roach traps but I still had to vacuum out the hundreds of dead roaches in my cabinets. I couldn't leave food out for more than a minute or the roaches would get it. The roaches even were able to get into my refrigerator. I had to keep everything in tupperware so the roaches couldn't get to it. When I moved out, I called about getting my deposit back. This was about a month after I had moved out, they told me they could barely get in to check the place out because of the roach problem which they blamed on me. I calmly explpained that the roaches had been there since I moved in and my 3 neighbors that shared the property also had bad roach problems. She didn't believe me and sent my a bill 6 months later for "damages" that I had reported to them on several occassions. I'm very confused as to why they have good reviews on this website and I'm assuming that it's because they put them on here themselves. If you do a google search on them, you find several bad reviews on them that are more accurate than the ones they put on here. This company is awful, rude, and negligent and they let their properties rot and charge you ridiculous fees when you move out to fix the repairs you requested throughout your whole lease. Please stay away from them! It's not worth it! I will note that the agent that showed me the property and went through the paper work with me was very nice and polite. Her name is Barbara and she's the only one there with any sense
Timely and Positive. The support from Pioneer Properties and Judy Phelps and her team of support workers has always been very positive and timely.I recommend them to anyone insearch of property management help.I have been working with them for the past three years .I am the HOA President of CASA VERDE CONDOs in LAKEway, TEXAS .

The POA has over 650 members, two pools, a clubhouse, a park and several landscaped areas. We have almost a half a million dollar budget and many typical neighborhood concerns and challenges. Paul Meisler, the company owner, attends our monthly meetings and we greatly appreciate his expertise and council. Pioneer has not only save us a money over the years, but they have saved us a great deal of heartache in resolving conflicts.
